Le pape François se retrouve à la tête d’une Eglise confrontée à de grandes difficultés. Il a lancé et poursuivi des chantiers que son prédécesseur a eu du mal à faire avancer. Il a su se placer au centre des discussions essentielles de notre époque : la richesse et la pauvreté, l'équité et la justice, la transparence, la modernité, la mondialisation, le rôle de la femme, l’ouverture de la prêtrise aux femmes, la nature du mariage, l’accueil des divorcés remariés, les (...) tentations du pouvoir, les _relations avec l'islam, la lutte contre la pédophilie, les finances du Saint-Siège, _l’abolition du célibat ecclésiastique, _la gouvernance de l'Eglise, la redynamisation de la foi en Europe. Même si nous n’allons pas aborder tous ces thèmes, le pape pour sa part _n’a guère d’autres solutions que de poursuivre dans la route déjà empruntée pour une Église à géométrie variable. Au-delà de sa personne, il s’agit de l’Eglise et, surtout de l’accueille du Christ par notre société contemporaine dans sa diversité culturelle. Ce qui est frappant c’est de voir comment le Pape François catalyseur, conçoit son ministère à travers l’écoute des pasteurs qui ont eux-mêmes écouté le peuple. Il insiste souvent sur l’enjeu de la liberté de parole et de débat. D’où la place que nous avons à la riche culture africaine. (shrink)

A recent Organisation for Economic Co-Operation and Development survey demonstrated that an internationalization of genetic laboratory services currently emerged from the rarity of certain genetic abnormalities and from the small of laboratories performing specialized testing. When DNA samples cross national boundaries for genetic testing services to be performed in another country, the heterogeneity of national legal frameworks raises important questions regarding quality of genetic services available internationally.Some aspects of the genetic laboratories’ services are abundantly discussed by the literature, among which (...) most prominent are quality control standards and patients rights. Firstly, a 2003 study identified key distinctions between the different legal frameworks for genetic services. While some countries impose exhaustive regulatory requirements, others favor guidelines for good practices. Moreover, proficiency assessment, clinical validity, retention of laboratory records and test reports are not dealt with uniformly. (shrink)

The well-known experiments of Nisbett and Wilson lead to the conclusion that we have no introspective access to our decision-making processes. Johansson et al. have recently developed an original protocol consisting in manipulating covertly the relationship between the subjects’ intended choice and the outcome they were presented with: in 79.6% of cases, they do not detect the manipulation and provide an explanation of the choice they did not make, confirming the findings of Nisbett and Wilson. We have reproduced this protocol, (...) while introducing for some choices an expert guidance to the description of this choice. The subjects who were assisted detected the manipulation in 80% of cases. Our experiment confirms Nisbett and Wilson’s findings that we are usually unaware of our decision processes, but goes further by showing that we can access them through specific mental acts. Being and Time, Heidegger praises Kant as “the first and only person who has gone any stretch of the way towards investigating the dimension of temporality or has even let himself be drawn hither by the coercion of the phenomena themselves” (SZ: 23).1 Kant was, before Husserl (and perhaps, in Heidegger's mind, more than him), a true phenomenologist in the sense that the need to curtail the pretension of dogmatic metaphysics to overstep the boundaries of sensible experience led him to (...) focus on phenomena and the conditions of their disclosure: thus, the “question of the inner possibility of such knowledge of the super-sensible , however, is presented as thrown back upon the more general question of the inner possibility of a general making-manifest(Offenbarmachen) of beings (Seiende) as such” (GA 3: 10, emphasis supplied). So Kant shouldn’t be read as an epistemologist (contrary to Descartes, for example), but as an ontologist2: “Kant's inquiry is concerned with what determines nature as such -- occurrent beings as such -- and with how this ontological determinability is possible” (GA 25: 75). Heidegger sees this investigation into the “ontological determinability” of entities as an a priori form of inquiry: “what is already opened up and projected in advance ie the horizon of ontological determinability . . . is what in a certain sense is “earlier” than a being and is called a priori” (GA 25: 37). This a priori character of ontological determinability forms the main link between Kant's critical project and fundamental ontology, itself characterised as a form of transcendental philosophy: “transcendental knowledge is a knowledge which investigates the possibility of an understanding of being, a pre-ontological understanding of being. And such an investigation is the task of ontology. Transcendental knowledge is ontological knowledge, i.e. a priori knowledge of the ontological constitution of beings” (GA 25: 186). Thus Heidegger presents his own inquiry into the nature of Being as a way to address the same issue as Kant: “what is asked about is Being -- that which determines entities as entities, that on the basis of which entities are already understood, however we may discuss them in detail.. Que l’éthique ait pu soutenir le capitalisme n’est pas une idée nouvelle : on la trouve déjà chez Marx, puis chez Weber qui analyse les « affinités électives » entre l’éthique protestante et l’esprit du capitalisme. Il semble cependant qu’aujourd’hui, on assiste à un phénomène qui relèverait d’une « économisation » du concept d’éthique. Le lieu de « production » de l’ « éthique » paraît bien être la sphère économique elle-même, et notamment l’entreprise qui en serait l’un des principaux (...) vecteurs de diffusion. C’est en ce sens que l’on parlera d’ « offre éthique ». Si l’éthique en « s’économisant » s’adresse à l’individu en tant qu’être de besoin, ne va-t-elle pas devenir, au même titre que les biens culturels , un bien marchand ? L’entreprise est-elle fondée à produire une éthique économique ?The support provided by ethics to capitalism is not new : the idea was expressed by Marx, then by Weber analyzing the « elective affinities » between protestant ethics and the spirit of capitalism. Nevertheless, it seems that, in the contemporary period, another phenomenon is appearing : the « economization » of the concept of ethics. From now on, ethics would be produced by the economic sphere itself, and particularly by business. In such a configuration, the question raised are the following ones : is this evolution leading to a « marketization » of ethics parallel to the one put in evidence by Arendt concerning the cultural goods ? Parmi les premières interventions philosophiques au sujet du coronavirus, les voix de Giorgio Agamben et de Jean-Luc Nancy se sont confrontées dans un vif débat qui fournit à cette étude ses sources et le champ restreint de sa réflexion. Il s’agit de montrer comment le paradigme de la biopolitique auquel Agamben fait référence pour expliquer la vraie nature de l’épidémie virale s’expose aux dangers totalisants de ce que Nancy nomme un « néo-viralisme » à peine séparable du néolibéralisme. En reconstruisant (...) les arguments des deux côtés, l’analyse situe notamment le concept de la liberté au sein du différend entre les ces deux penseurs, issus de la même famille philosophique et parmi les plus importants de leur génération. Dès lors se verra sévèrement mise en cause l’idée même de la liberté, cette liberté au nom de laquelle se déclarent bien nombre de contestataires contre les mesures qui limitent la liberté individuelle. RÉSUMÉCet article est une défense de la position exposée par Nelson Goodman dans Langages de l'art. Goodman affirme que les images fonctionnent dans des systèmes symboliques denses. La différence entre texte et image ne se situe pas là où nous l'aurions spontanément cherchée : dans l'expérience perceptuelle que nous avons des images. Une telle théorie de la dépiction peut sembler iconoclaste, voire complètement fausse, et ce, parce que nous y voyons à tort une explication de la représentation picturale. Elle offre (...) cependant, rapportée à d'autres intuitions philosophiques qui essaiment ailleurs dans l’œuvre de Goodman, une meilleure compréhension du fonctionnement des images.ABSTRACTIn this paper, I draw unexpected conclusions from Nelson Goodman's views on depiction. Faithful to the symbolic turn of aesthetics in the twentieth century, Goodman argues that pictures are as conventional and natural as scripts. Unlike scripts, however, pictures work in dense symbolic systems. The difference between image and script cannot be found where we would have spontaneously looked: in our perceptual experience of pictures. Obviously, the structural approach which is at stake in Languages of Art is iconoclast; we often consider it surprising, or even absolutely misleading, perhaps because we do not connect the analyses Goodman conducts in his essay with the experience we ordinarily have of pictures. I argue that Goodman's position becomes clearer when it is reduced to a much more modest philosophical purpose: to offer a criterion for discrimination between scripts and pictures. Pictures, unlike scripts, are dense. Of course, that does not explain depiction. However, my account of Goodman's view, when connected to intuitions about cognitive processes that have spread elsewhere in his work, sheds light on the way pictures are connected with the objects they depict. This book focuses on the impact of technology on taxation and deals with the broad effect of technology on diverse taxation systems. It addresses the highly relevant eTax issue and argues that while VAT may not be the ultimate solution with regard to taxing electronic commerce, it can be demonstrated to be the most effective solution to date. The book analyzes the application and the effectiveness of traditional income tax principles in contradistinction to VAT principles. Taking into account rapidly ameliorating (...) technology, the book next assesses the compatibility between electronic commerce and diverse systems of taxation. Using case studies of Amazon.com and Second Life, as well as additional practical examples, the book demonstrates the effectiveness of VAT in respect of electronic commerce and ameliorating technology in the incalculable and borderless realm of cyberspace.
